Ok with the possibility of the next big patch putting us at a cap of 3.0 for speed what is the slowest speed a rifle can be at master to reach that cap? Example would a master rifleman with a t-21 at 7.2 speed be hitting the cap? Or maybe easier if someone could explain how the +rifle speed numbers apply to us. Thanks for any help and sorry if this has been answered before but the search on these boards need a lot of work.

The formula is (weapon speed * shotpenalty * ((100 - rifle speed modifier) * .01).

Example: Laser rifle with speed 5.2

Without firing specials (just normal "attack")...
If your speed modifier is +40, thenactual speed = 5.2 *((100 - 40) * .01) = 3.12 seconds
If your speed modifier is +65, thenactual speed = 5.2 *((100 - 65) * .01) = 1.82 seconds

Firing HeadShot2s, which have a timepenalty of 1.75...
If your speed modifier is +40, thenactual speed = 5.2 * 1.75 * ((100 - 40) * .01) = 5.46
If your speed modifier is +65, thenactual speed = 5.2 * 1.75 * ((100 - 65) * .01) = 3.1
