Master Commando's/Master Rifleman should get to use it like its a regular rifle, with specials and there speed/accuracy mods kicking in.
thatd be funny as hell lol, theyv only got like 20 shots but those 20 could decimate a base

You're thinking of a Heavy Particle Beam Cannon. THOSE are Commando weapons.
The "Beam Rifle" is a graphical equivilant to a Heavy Acid Rifle that Commandos use, yet it fires energy bolts and supposedly no one is certified to use them. Not even Commandos from what I hear.

These are a left over from beta, they were commando weapons.
Now that nobody is certed to use them, they are mainly used to decorate walls, or vendors.
