I checked some other rifles (T21s and DXR6bs) and found that they, too, said I was not certified. Therefore, I figured it was just a bug, and bought the E11.

Sure enough, once I got it in my inventory, it said I was certified, so this is a vendor bug you are seeing. Aside from some oddball weapons like the "Tusken King" rifle, Novice Rifleman is certified for all legitimate rifles except the DXR6b and the Berserker rifle.
