I find it very uber 
The damage is below the cap, the accuracy is only +12, and your SAC is 1 point above the cap. The thing you have going for you the most is the speed. But 83SAC and that speed will drain your action VERY fast. Still you'll be firing faster than a BH/Rifleman combo. As to being the best? I've crafted out some that capped damage and SAC with tissues in the 170-190 range and had my accuracy as high as 21.
You can't go past the damage cap but you can boost its output by increasing accuracy.

This is true, but 1 point of SAC and 20 points of damage make almost no difference what so ever. Damage numbers for specials would barely move. More worth it to go into the speed I thought.

I use a SAC pup to make is 59 sac. never worry about specials. spam em till the cows come home.

60 pts off damage cap, not SAC capped. Since all specials have inherent cool downs, slicing for speed is only good for one thing: having a high DPS number to sell by. I don't even look at speed anymore.
actually, its 25 points off the cap, learn to know your rifles
look at the elemental...

well mine unsliced was :
2.6 speed
1131 max damage
40 lightning damage
17 accuracy
82 SAC
unpupped... so you see.., not to be bragging nor anything... but slightly better isn't well put..., specialy when these have a crafting cap of 1150 damage.., though I'm yet to see one of those with caped SAC
Yours is nice but.., nothing special to be honest..., and with all these new power cores beeing looted off the bounty hunter marks.., even my rifle will be outdated faster then the blink of an eye
