Right now I have Sniping III, Concealment I, Counter-Sniping II, and Rifle Abilities II... I won't PvP till Rifle Abilities IV, so I was wondering which of the other three skills I should get in the mean time. I know what sniper shot does with players (basically death blow from a distance), but what does it do for NPCs? Since they really can't get incapped, is it just a really good move or something? If so, how good is it? If it's not worth it, should I work on Concealment or Counter-Sniping?
Thanks!

Sniper shot is only for PvP, it has no effect on npc's. You'll get a system message telling you so if you try to use it.
Get yourself flushingshot2 (in countersniping3 I think ) instead.

I agree that you should get Flushing Shot 2 before Sniping 4, as it is an incredible shot when hunting in a group. However, after you get that I would suggest Sniping 4 simply because that is the accuracy tree, and you will miss a lot less once you have it. Just my two cents

Flushingshot2 first. It is the second highest damage shot next to Strafeshot2 (both, by the way,are Area Effect), but most people do not realize that it is the highest DPS shot we have unless you are at or very near the speed cap. This is because Strafeshot2 has a 5x damage modifier compared to Flushingshot2's 4x, but it also has a 3.5x time modifer vs. 2.6x for Flushighshot2. This means that you do less damage per shot, but you can shoot more often with Flushingshot2 and, thus, do more damage per second. This is, of course, changes once you can fire Strafeshot2 at or very nearthe speed cap.
After Flushingshot2, go to Sniping IV. Since Startleshot is basically Flushingshot without the chance to Stun, you will be better off getting the accuracy and concealment chance bonuses from Sniping, then come back to Countersniping to for the defense bonus, then finish off Concealment.
By the way, Phillio, you are wise to avoid PvP until you get faster. You may even want to wait until Master unless you are always with a big group where you can hang on the fringes of battle and do damage to people already engaged in combat with your teammates. Even with a +70 or +75 to speed, you will find that Rifles are slow enough to make PvP difficult. Hitting Master makes a big difference. But when you do get into PvP and you dropyour first TK and Snipershot him before he can ForceOfWill back up, that shot will become one of your favorites.
