Spraystick > all Extremely fast speed makes up for the lack of damage. This is what I use to throw states on npc's. Spam flurry, flushing, suppression fire and run away to a decent distance to use your t21. If you're being chased by an animal npc then just stick with the spraystick. Its dps is still the highest and you reach the speed cap for most fairly early on.

Take a bioenhanced citros snowcake. My stuff gives a +39 bonus to attack accuracy, so it's not that big a deal hitting stuff at point blank with my T-21.

Just go up the sniper tree. You will almost have the +160 accuracy a master has at that point and a -50 modifier at 0m from a T21 or somthing with more power will mean nothing. No matter what rifle I use, even a spraystick, I get that -50 modifier at 0m so might as well break out the big guns and settle for the +110 over all modifier.
Man, I sure hope I can hit something with an over all modifier of+110, it does seem kind of low. Oh no, that durni is getting kind of close...hope I can hit him......

I guess they are all made different depending on the weapon smith. I could be wrong about the actual stats on my spraystick, it's been ages since I used it.
