When does a master rifle reach his Spd cap? I heard +7 +8 in that range. is that about right?

Sorry to burst you bubble Therisa. That is just not true! The case of every +10 is only true when talking about experimentation mods for crafting professions. E.g. for a doc only +10 medical experimentation will have a real effect for the doc. +10 med exp will give the doc an extra exp point when experimenting on medical items.
When talking rifle speed every +1 to rifle speed will lower the speedin which you shoot your rifle. And if you calculate the speed for the different rifle speed stats (90, 91, 92, 93, 94 etc.) then you will find that +97 is going to speed cap you with every rifle that shoots at speed 9.6 or faster. Therefore at master rifleman (=rifle speed +90)you need to find yourself tapes/plates worth of +7 rifle speed to hit the speed cap. You could alternatively go master marksman for the +5 rifle speed mod that gives you and then you only need to get hold of a +2 rifle speed tape/plate to hit the speed cap.

+7 is the cap-ola. Ive tried using my friends +12 rifle speed gloves in addition to my +7 rifle speed belt to gain +19 rifle speed and it make no difference, +7 was just as fast as +19 and a whole heck of a lot faster than +0 (+0 = 90). Is anyone confused? Bottom line +7=cap-ola

I have seen a diffrence between +95 and +97. No noticible diffrence between +97 and +100 though. The 98-100 range may only come into play if you have a really slow rifle.

we are talking only rifles with speed above 9.6, which is extremely slow

Final Speed = Weapon Speed * Special Penalty * (100 - Skill Total) / 100 : 1 : which ever is greater.
The absolute limit is +10 at master, there will be no difference above that. The effective limit is +7 because no combination of the formula for the current weapons and specials will be > 1.
Now they might change all our weapon speeds(totally messing up the novices) and make +9 the limit but that would be a silly thing to do.
Comment: +10 GUARENTTEES a one second cap, +7 is probably more sensable, and +5 is the most cost-effective, imho.

Yeah they are extreamly slow, but if you had a t-21 custom crafted and went for pure damage over speed it could come into play.
