1. if your rifle is not adk'd i did not use any PU.
2. i choose between PU depending on the time i expect to fight:
a) short fight (bossmob, jedi hunt maybe): dmg pu
b) long fight (xp grinding): sac pu
in any case i use action regen food.
so if you expect to fight longer than your action allows, use an sac pu. otherwise an dmg pu. high dmg is nothing, if you have to wait for action.
I use dam pups most of the time but that is because its pretty useless to put a sac pup on any of my rifles that are close to dam capped and between 82-85sac.

I've been doing a lot of testing with PUP's and various special attacks lately, and I can say that Eszkit has a very good suggestion--to vary your PUP type depending on the expected duration of the fight. Personally though, I prefer to just stick one all-purposePUP on my rifle and be prepared for anything that I might encounter, and use it until it's spent, so I opt for a SAC PUP (and I do have a nearly-SAC-capped rifle at 83 SAC). It keeps me in the fight for a very long time if need be, since I don't have to worry about running out of action.
Against targets that you think you can kill before you run out of SAC (which is not very long if you are alternating high-damage specials like I do now), my testing has suggested that a speed PUP has the edge over a damage PUP, by a large margin(mainly because damage PUPs have a speed penalty that greatly reduces your damage output over time), but this may depend on your playing style, and exactly what you are fighting, as well as your player speed mod including any SEA's that you have equipped.
So I guess the answer to your question is, "It depends," but if it were me using your rifle, I'd go with a SAC PUP.
