If you have good tissue I would tell your weaponsmith to experiment to 82 sac first, then experiment into dmg or speed. Both dmg and speed can be sliced to the cap fairly easily but SAC cannot be sliced. Most weaponsmiths that are any good can make you a rifle that will hit 82 SAC and close to max on dmg. Don't go too nuts on the speed because it doesn't have a hard cap, but will not be any faster for you if your modified speed is below 1.
Getting a custom gun can be expensive if you don't have the tissue or the schematics and parts. It should be easy to get the tissue since you are a rifleman. Just team up with a jedi who is looking for pearls and who has armor break and they go down really fast. Let him have the pearls and you take everything else. You should find some 100+ tissue after a couple of nights of hunting. If you are on flurry I have a bag of tissue you can browse through that I haven't put up for auction yet. We can work out a deal, just send me a tell.
For a good ALR all you need is the tissue and once you have that the gun should be pretty cheap. If you want a trando or something else you will also want to do the quest for a schematic and go loot the parts. If you get enough loot you can start custimizing guns for different situations.
