it used to when there was heat damage on em. but they are all energy now so the answer is no. for grinding the laser outdamages it easily and nce you get novice autofire on a speed powered up T21 outdamages a E11 using specials.

It's good enough to be standard issue for Stormtroopers. 
Honestly, I went straight up the Rifle side of Marksman to get to Rifleman, so I never used it. I really don't see that many people carrying them.

Yeah... it's too bad they're useless... they are my favorite looking rifle.

the 1st Desert Sands Regiment uses them for roleplay on the farstar server. they even have powered down pvp rules that other roleplaying groups follow for battles with them.
Aside from that ... not much use.

it should also be better then the Laser Rifle after all it is cert'd higher - hopefully the devs will see that it needs to be revamped and either (ouch) lower the laser rifle or (yeah!) increase the usability of the e11

I think they're my favorite grinding rifle, with a good speed slice, they can get to 3 or so speed, almost 150-175 max damage, ap2. The hams are amazingly low, making it the perfect grind weapon.
Not that HAMs matter anymore..
/mourn the old days.
EDIT: Forgot the very nice min damage, mine was 92-174, 3.1 speed. VERY HANDY. That and my DLT20a, 200 max, was my grindin rifles.

I love these little things, mainly for their low HAM cost. They are handy for when:
a) I want to fight unbuffed (sometimes I log in for a little while to harvest meat etc, and don't want to spend 20-30 mins getting to civilisation and queuing for a buff).
b) I've just been rezzed out on a hunt, and my stomach is full and I can't get a doc buff until the fight is over, I need a low HAM gun.
Best of all though, E11 rifles only need one krayt tissue enhancement. I just had two krayt E11s made for me, they are 3.1 speed, damage 154-330, HAM 16 20 37. I bought two +47 damage krayt tissues for 50k, two form fitting stocks for 6k each off the bazaar, and the guns were hand built and sliced for 100k.
According to combat simulator these things would outdamage a T21 (7.6 speed, damage 220-530) up until 90 rifle speed, which makes them the perfect rifleman grind weapon. At 75k each they are cheaper than the T21 listed, which would generally sell for 200-300k or more in my galaxy.
So my opinion, its not an everyday gun for the master rifleman, but it could be great for grinding, and is certainly excellent for fighting without buffs.

That's 200-300k for a T21 with a decent damage slice, can get unsliced ones for 35k sure.

Ive found that my (krayt) e11 is good for when im standing in a starport and i feel like answering questions like "hey is that a carbine", "its that what stormtroopers use", and "dood, what rifle is that"

i've always like the gun... its consistant... faster then the laser rifle and still has AP2...
and the one krayt tissue to make it is great...
i used my dtla20 till i got certed for the e11, from then on i used it till MRifles...
then on my commando/smuggler toon, it gives me a nice AP2 energy weapon...
it just suits my playstyle more... i like consistancy...

i have one that i still use even as a master. its damage is nothing more than okay, but it has an ideal range bonus of +136, so i never miss with the thing.
just a fun rifle to use while fighting unbuffed and unarmored.
