That's about right for Flushing2. At your level, I would use Flurry2 also. Once you get Straffe2, you will find it very useful too. Straffe2 is probably the most damaging attack that rifleman have, but you need to learn the states that go along with each shot. Flurry shots dizzy. Flushing shots are posture up and stun. So the combo of Flurry then Flush is popular to flop NPC's like fish out of water. Check out the descriptions of your shots in game and play with them to see what combos work for you.
The other thing you will find is that the area of effect shots like Straffe, Flush, and Flurry 2 have different sized areas. Straffe2 has the largest areat. Flush1 the smallest. Depending on what you are attacking and how much stuff you want to agro, you may want to carefully consider what area shot to use, if any at all.
