I am curious as to what the cap is on rifle accuracy while moving? Or even better, what does this mod actually mean? Does a +7 rifle accuracy while moving mean you have a 7% better chance of hitting them?

Accuracy doesn't appear to be a 1:1 ratio. So a +1 doesn't seem to translate to a 1% increased chance to hit.


When you are moving there is a penalty for you to hit. The penalty is somewhere around -35 it appears. That +7 reduces that penalty by that amount.


It makes sense that the 'cap' on the accuracy while moving can't be higher than the actual penalty it works to negate.
