no its not a speed capped T21 is far better than a jawa ion rifle.

Its whats the best rifle for the job!!!!There is no such thing as a best rifle!!!! You dont kryat hunt with a jawa and you dont use a T-21 forsoloing AT-ST'sthats what the acid rifle is for!!!!

The best weapon is the right one for the job. What is your rifle skill? What is your rifle speed? Will you be buffed? Armored? Are you soloing or fighting with a group? What range will you fight at? What resists do you expect to face? Do you expect to earn enough from the fight to pay for damage to the weapon?
I don't duel, but I hunt large & small game, survey (lots of surveying), & join in for base raids & defence. I have6 "Best" rifles right now, and I never travel with less than 2 of them. None are the uber loot of legend, but they all serve me well for the fights I get into.
My T-21 with a form fitted stock and a 32% damage slice. Great for those big targets that refuse to fall down. That weapon doesn't come off the wall unless the job will pay for the damage I do to the rifle, and I have a full squad going with me to tank the beasts.
Another is my Adv Laser rifle. Little more than a laser rifle with an advanced stock, advanced scope, and a great slice. It powers up to802 max damage.This is for hunting & mucking around. If I loose it, I'll just buy another 20 similar lasers, have them sliced, and replace it.
One is a yellow cube acid rifle, scoped & stocked, and fragile. This thing is great for the targets that are hard to hit, because they won't stand still for a min, or insist on closing to PB range.Another expensive one, that likes to stay on the wall.
The green cube acid rifle. Good damage, good hit numbers, and replaceable. Another hunting rifle.
My jawa. Other than PvP, it just collects dust. During a base assault, this thing is great for the reactionaries that aren't fully prepared,On defence, it's good for making sure everyone remembered to bring their stun armor & high stun PSGs.
Last is my 280-320, +120 @ 60m Tusken. I made that one just special for myself, and the Great God of Slicing smiled on me that day. I use that for the Jedi. When every shot has to hit, can't be mitigated, and AP doesn't matter. ...oh, did I mention? 60% wounding.

Its pretty much what you need the rifle for.
In PvP i tend to use my good dmg sliced T21 with a min/max dmg pup on it. I take a citros snow cake to raise my accuracy, and I can hit pretty much anything with that rifle. I have a mind poison DXR6 that I pull out just for sticking the dot on, and then I switch back to a higher dmg rifle. If I cant hit them for some reason, if they have high def, etc, then I pull out my dmg DXR-6, and if my T-21 couldnt hit them, then that rifle can. I might pull out my jawa if im having a hard time damaging them, the jawa will woop them if they forgot to wear stun armor. Good luck using a rifle against Jedi tho, any one of them with MLS (not even) can block most of your shots. Its best to switch to a melee profession, because you will not only fail to damage the Jedi with a rifle, your gonna need that melee mitigation to protect against the sabers.
In PvE, a decent grinding T21 will do, and strafeshot is your friend (in pvp too
Hunting rancor is best to use a dxr6, hunting Elder NS its best to use your best T21 with no pup, and get a swordsman to come along and tank while u sit 20-30m away shooting. Just remember that you have no melee mitigation, so if that NS agro's u, you are screwed unless you have a melee profession to switch to.
