The +15 Rifle Acc since it is always in effect. The Acc While Moving ONLY goes into effect when you are moving.
Rifle Accuracy is ALWAYS in effect when you are using a Rifle.
Example of how accuracy works. You have a large host of modifiers. +Accuracy Mod, +Posture Mod (kneeling/prone bonus), + Special Acc Mod, +/- Weapon Range Mod, - Target Posture, - Target Movement. If you are Moving then you also get - Shooter Movement Penalty, + Acc While Moving.
I think that is all the mods. Accuracy caps at about 95% chance to hit. However it isn't believe that the Accuracy Mod translates to an equal percentage. It doesn't appear to be a 1:1 ratio so a +1 Accuracy doesn't mean a +1% to hit.
And lastly, there is no cap on Accuracy other than the 95% to hit cap.
