Forgive me if I am being stupid, but I still can't get cover to work. It still says you cannot cover because something can see you, but I still get the buff Icon and guess what no conceal shot "Incorrect State"

I thought they where supposed to fix this in Pub 17???

If you are gettting that error message you most definitely did not reach the cover state even if you got the icon. Make sure no creatures/vehicles/npcs/pets/groupmembers are within 30m of you and try again. Conceal shot will not work until cover is active.
