So if you have a T21 with a 5.0 weapon speed and you get +65 to rifle speed through rilfes 1 to abillites 4 does that lower the weapon speed by .65?

By special abilities 4, you have a speed of +70, then +20 more at Master fora total of +90. Master Marskman will add +5 to whatever rifle speed you have, so without speed tapes, the only way to get +65 is to have Master Marksman and Rifle Special Abilities III.
That aside, and to answer your question, if you think of the rifle speed and the special delay multiplier as the natural speed of the rifle/special, or rather, the speed at which the untrained person would fire that special with that rifel (if they could). Therefore, the personal speed mod represents the % reduction in the speed as a result of being trained with that weapon.
That is, Headshot3 has a 2x special delay. Thus, it takes twice as long to fire Headshot3 as it does to shoot the weapon on autofire. With the rifle you mention and with Headshot3, that would be:5 * 2 = 10 seconds. So the natural speed of that rifle. tje speed an "untrained person" would fire the rifle at (if they could) with that special is 10 seconds. A personal speed mod of 70 says that, due to your training, you reduce the natural speed of the rifle by 70%. So you multiply 10 * .70, and you get 7 seconds. So you reduce the speed by 7 seconds and can fire the weapon at 3 seconds with Headshot3.
The more traditional way to do this is touse as a multiplier, the remainder of the 1 - the personal speed mod as a percentage, or:
actualspeed = riflespeed * specialdelay * (1 - (personalspeedmod * .01))
or for your example:
actualspeed = 5 * 2 * (1 - (70 * .01)) = 10 * .30 = 3 seconds
