No.
At +95 (with that rifle) several attacks still take over 1 second.
At +96 (with that rifle) only strafe shot would be uncapped.
At +97 all your attacks will be at the cap.

I have 7.9 speed t21 and +95 rifle speed mod.So I am at cap or what?
