the -1 rifle speed is in fact, a negative to your speed mod. if it doesnt have any other modifiers, its pretty much useless.

Negative skill mods are far from "useless" but in rifle speed, they pretty much are. Everyone looks for rifle speed attatchments so even if you don't need them, they are better to "sell."
Negative skill mods are used to make some of those "Polearm Accuracy +8/Weapon Expirimentation +8" more desirable. If you found the above, obviously, Weapon ex is so valuable at that mod, you'd want to use it. How you would use the negative mod is to place a (-1 Polearm Accuracy) in the same shirt as the above attachments. That way you'd only have +7 Polearms/+8 Weapon Expirimentation and the Weapon Expirimentation would be the good mod. In case you didn't know, those double skill mods only use the 1st mod listed, and ignore the second when they arethe same mod(or the first mod listed in your skill charts in alphabetical order, I believe) so you use the negative attachments to bring out the mod you would like.
Also, I've heard adding a second attachment to the above Polearm mod, say a +2, would cancel it out completly since you can only use one bonus per item, and putting more than one of the same in the same piece of clothing would cancel both of them out.
Negative skill mods have their place, but they are better sold in lots with other skill mods to make them more valuable.

i thought that the same type of mod didn't stack... i know a +3 and a +1 don't equal +4...

That's true, it actually cancels the other mod out making the mod you want good. There have been conflicting reports. Most think that two of the same mods added to the same piece makes them cancel each other out. Good if you want the second mod on a Attachment
