PvP damage is now reduced by factor 8. DoT effects have not chnaged. DoT attacks still stack.
Tests so far:
Eyeshot (Scatter Pistol): 41-51 Damage
Fire Knockdown (Laser carbine): 20-85
Lightning single 2 (LLC): ~260
Burst Shot (Laser Carbine): 112-119
Flamesingle 2 (Flamethrower): 344-410
I have to admit, no thorough testing so far, but that's what we got so far...

Its in bad case a bug and will be solved in 1-2 days. So no trolling please.

T21 110-330 with no slice/powerups. Head shot 3 gave me about 44 on average vs an unarmored opponent. I witnessed a TKA and a BH test their moves and they are in the 40-60 range. Highest PvP damage I saw was a flamethrower for 600.

On all ranged weapons the damage caused by special attacks is no longer in line with auto-fire.
A reduction evenly accross the board I could deal with but having my krayt fwg5 hit for a 40-60 point fanshot and a 40 point auto-fire just confirms what this post is telling you.
I managed to duel a carbineer and TKA master in game and found the damage reduction to be universal for weapon hit's but not reduced for DOT's such as the flame and poison dot.(flamethrower still hit for 500, major black)
I recomend you either stay away from PvP till this is patched or re-think any and all stratigies for the next lil while. Things are very different. Using specials will now always kill you faster than the target as HAM cost is higher than damage delt.
