The thing is that rifle speedAA and CA are sooooo expensive i dont see my self
buying one of those anytime soon. I done want to waste ALOT of skillpoints on master
marksman either so how fast do the rifle need to be???
Anyone know?
Thanks in advance

It's right. Speed mod is a percent reduction. A 101% reduction means it is 0 speed. Bumped up to the 1 sec cap. Because it's a percent reduction, anything over +100has no effect.
Bascially with that weapon you will cap at about +97.

Taking the basic speed formula below where:
ws = Your Weapon Speed
sd = The delay from the special being used (leave out or use 1 if autofiring with no special)
pm = Your Personal speed Mod
Actual Speed = ws [* sd] * (1 - (pm * .01))
Since the speed cap is 1 shot per second, you can substitute 1 second for the Actual Speed and move things around to isolate the other variables to determine what is needed to cap for that variable. If you do, you come up with the following formulas:
Weapon Speed needed to cap = 1 / ([sd *] ((100 - pm) * 0.01))
Max Special Delay to be able to cap = 1 / (ws * ((100 - pm) * 0.01))
Personal Speed mod needed to cap = 100 - ((1 / (ws [*sd])) * 100)
Max Special Delay to be able to cap = 1 / (ws * ((100 - pm) * 0.01))
Personal Speed mod needed to cap = 100 - ((1 / (ws [*sd])) * 100)
So to answer your quesiton, a Master Rifleman (pm = 90) needs:
For Strafeshot2 (sd = 3.5):
Weapon Speed needed to cap = 1 / (3.5 * ((100 - 90) * .01))
= 1 / (3.5 * (10 * .01))
= 1 / (3.5 * .10)
= 1 / .35
= 2.9
For Headshot3 (sd = 2):
Weapon Speed needed to cap = 1 / (2 * ((100 - 90) * .01))
= 1 / (2 * (10 * .01))
= 1 / (2 * .10)
= 1 / .2
= 5
So, a Master Rifleman firing Headshot3 can fire at the cap with any weapon with a speed of 5 or less. To fire Strafeshot2 at the cap, however, he would need a weapon with a speed of 2.9 or less.

yeah but when you factor in the seamingly miniscule +5 to riflespeed from master marksman, you hit the strafe shot 2 cap with a weapon of 5.9 seconds.

Yep. The +5 Marksman bascially doubles your speed from Master Rifleman.

You can always use a macro like,
/strafeshot2;
/pause 1;
/macro (name of this macro);
Then if your shots stack up you are not at the speed cap, if they disappear as fast as they appear you're at the speed cap. Also for anyone who does not know how to easily get rid of a looped macro, just type /dump. I used this macro to level, and would just alternate the pause duration and the type of attack based on the situation, then when I showed up at a lair I just tab through them.
