Ok, I believe someone told me before the hard cap on rifles for slicing was 1.7 base speed. What is the hard cap for modified speed? I'd imagine it would be 1.0?

I don't think there is a hard cap on modified speed. It's possible to get considerably lower than 1.0 modified speed for a rifle. The higher your player speed mod, the better your modified speed (but presumably with diminishing returns the faster you go).
