Thread: Is it true that with 96 rifle speed...
96 will cap all specials on all rifles at or below 7.1 speed; 97 will cap everything at or below 9.6.

I have seen other posts suggesting that you can fire at the cap with weapons with higher speeds than 9.6 if you have a 97 speed mod, but it is not technically the case, and definitely not for 11.0 speed weapons. The speed formula is:
actual speed = weapon speed * special delay * (1 - (personal speed mod * .01))
Substituting the above data:
actual speed = 11 * 3.5 * (1 - (97 * .01)) = 11 * 3.5 * (1 - .97) = 11 * 3.5 * .03 = 1.155
Thus, a Master Rifleman with a speed mod of 97 would fire Strafeshot2 with that rifle at 1.2 seconds per shot, not at the cap.
Rearranging the formula, you can determine that:
1. A speed mod of 97 will exactly hit the capwith aweapon speed of 9.53 (rounded). Thus, anything over 9.5 is over the cap, but with rounding, you will not start rounding up to 1.1 until about a 10.0 speed weapon (10 = 1.05 where as 9.9 = 1.039). But 11.0 is definintely over the cap.
2. With an 11.0 speed weapon and a speed mod of 97, you would need a special with a delay of 3.0 or less to cap, which would exclude only Strafeshot2 at 3.5. To cap with an 11.0 speed rifle, you would require a speed mod of 97.4 (therefore, 98) to cap.
3. With a speed mod of 98, you will cap with weapons up to 14.3 speed.
