The speed mod you get from the profession is a percent reduction. So you have a 75% reduction in the base speed. However when you use specials they have a delay modifier that increases the time it takes. Delay mods are listed in the FAQ.
For your weapon you have a modified base speed of 1.325 ((100 - 75) / 100 * 5.3). HS3 shows a delay mod of 2X. So you should only be firing that weapon at 2.65 seconds with your current mods. If you have SEAs I'm not sure if they show up under your skill mods so if you have them your actual Rifle Speed mod may be higher. Also do you have FS Melee Speed mods? Those are also effecting FS Ranged weapons (last I checked) so that could account for the discrepancy also.
I've heard Swordsman is good for Krayts. Plus both Swordsman and Rifles have Mind targeting abilities so they compliment each other well.
