Currently a weapon will have three range mods. They have a min, max, and ideal. The ideal will also list a range.
The ideal range is suppose to be where the weapon is most accurate. If you are at that range then you get the listed accuracy bonus with that weapon. The accuracy changes as you go away from the ideal. It decreases (or in some cases increases) to the listed mod for the min and max.
So lets say you have a Laser Rifle that is +70 ideal @ 55m. That means you would get +70 accuracy added to all the other mods if you were at 55m. Lets say the max is +20 and the min is -20. That means that from 55m (ideal) to max (64m) the accuracy drops from +70 to +20. That comes out to about -5 accuracy (from ideal) per meter from ideal. So at 60m that would be about +45.
If we go toward min instead. Lets say you are at 30m. Accuracy drops 90 points over a total of 55m (avg 1.6 loss per meter). So you would be at +30 accuracy at 30m.
What you look for in a good weapon varies. Generally there is a large number of factors.
Most like to look at the damage. Generally if the min/max damage is fairly close that means the damage the weapon will do is more consistant and easier to predict. You also may want to look at HAM costs. The lower (especialy in Mind) the better as you will use lessHAM per special. Speed is also of vital importance. As the faster the weapon the faster you will fire and more damage you will do in a given time period.
Damage types and AP are also important. The higher the AP the more damage you will do. Also less common types of damage will usually mean lower resistance levels encountered which also translates to more damage.
And of course we have accuracy. Which was discussed above.
There isn't any one more important feature. They all have their points and it very much depends on play style. If you play without buffs then the HAM costs will be of extreme important. For the non Master than speed and accuracy are usually the most important. If you hunt a specific type of creature than AP and damage type so you can do the most damage as fast as you can. Etc.
Hope that helps a bit.

put it this way you shoot for higher damage the higher it is
No, it determines how often you will hit. amount of damage done is determined by many things, like AP, damage type, the min max damage of the weapon, the resistences of the targets, ect. Wast93's post above goes into some detail, the stikies at the top of the forum go into really great detail.

Accuracy has no effect on damage other than a hit causes damage while a miss doesn't.
