Is flushing shot the same thing as warning shot but a different level?

That's not my understanding.

WarningShot - Scares mobs into running the other direction (if it hits). Use in conjunction with Peace.

FlushingShot - Clears other players from TakeCover thereby making them easier to hit.

Flushing Shot stuns people, and Flushing Shot 2, is an Area of Effect, or cone damage. It does slightly more damage then Head Shot 3, but its random pool.
