You don't understand. these are approxiations but will serve my point.
2 speed scout blaster. goes from 60-150 damage (60+150)/2 =105; then 135/2 = 52.5 damage per second
With a new power mod(+25 max damage)60-170 (60+170)/25= 115; then 115/2 = 57.5 damage per second, essentially a 5% increase in damage.
10speed t-21. 100-350 damage (100+350)/2 =225; then 225/10 = 22.5 damage per second.
With new power mod(+25 max damage) (100+370)/2= 235; then 235/10 = 23.5 damage per second, essentially a .05% increase.
Net result? These data suggest that just a raw max/min damage added to a weapon grants faster weapons a greater bonus, 100 FOLD!

You may want to check your math. The increase in the first case is about 9.5%, and the increase in the second case is about 4.4%. It's not fast weapons that benefit the most, but the ones with the lowest base damage (imagine a gun that did 1-1 damage - then adding +25 to maximum damage increases its damage capability by 1300%).
