Rifleman Archive

I've been trying to figure out exactly how this shot works. I know its AoE, but have been noticing that it says its damaging enemies in the chat window but the enemy isn't taking any damage but is getting stunned.

Anyone else notice this ?

Also I could use any tips on how to use this effectively .
