Like if you use it to kill a dirty rebel NPC for example.

I do coarse Im killing dirty Imperial NPC's though. But as soon as I fire my first shot, I get the TEF, Though the others do not attack me unless they see me.

Yes, you get a TEF. Even if you did not get the TEF flag indicator on your status bar, you see this immediately in that if the target and its friends were not aggressive to you before the first shot, you will see their names go to red as soon as the first shot hits.

Seems kind of silly.. I mean if you use conceal shot, the target doesn't know you're attacking it... so .. you shouldn't get a TEF since as far as anyone else besides you is concerned.. your not really attacking anyone

Yes, but think of the PvP advantage you would have. You could pick at a player and pick at a player and they'd never be able to hit you back. Hey, on second thought I like that idea!
