The speed increases work like a percent right, so 95 rifle speed is 95% faster than 0 rifle speed? and how much do i need to cap at 1 sec with a t21?

i dont think that's how the speed mod works Steel. However it is well know that once you reach +100 speed you can shoot at the 1 sec speed cap using any special with any weapon. So a master rifleman will need +10 to acheive the ultimate limit will a master rifleman/marksman would require +5. The formula they use gives a higher benefit the closer you get to +100. For instance the difference between 50 to 55 may not be felt but the difference between 90 and 95 is pretty obivious

Actually thats exactly how the speed mod works and why its an exponential increase. If you have 0 speed mods and are shooting strafe 2 with a 3x delay on a 7.5 sec delay T21 it shoots once every22.5 seconds, getting a +5 speed modifier would give you a boost of1.125 for a speed of21.375 now. Not much better... DPS increase of 1.052x

Getting your speed up to +50 gives you a11.25 second boost to your speed for a rate of fire of11.25and an increase of 1.9xthe DPS over a speed of 5, and 2x overa speed of 0.

Lets add +25 to the pot. Now with +75 speed you reduce your fire rate by 15.75 seconds and now shoot at 5.625 seconds. This is a DPS increase of 2x over 50, 3.8x over 5 and4x over 0.

Now you just made master rifleman and speed is 90. You are now reducing your delay by20.25 seconds and firing at 2.25 seconds. This is a DPS increase of 2.5x over 75, 5x over 50, 9.5x over 5 and 10x over 0.

Now you master marksman and speed is now 95. You reduce your delay by21.375 seconds and are firing at 1.125 seconds now. This is a DPS increase of2x over 90, 5x over 75, 10x over 50, 19x over 5 and 20x over 0.

You think to yourself wow, 1.125 is pretty much 1 second, don't got to worry about speed no more. But one day you're out killing dwarf nunas with your friends and lowe and behold this nuna has a +3 rifle speed tape on it. **edit** a nuna was doing with it is beyond you but you say hey, what the heck, can't hurt so you throw it on your undershirt so you can still use it with armor on.

Your speed is now 98, you are now reducing your delay by 21.5 seconds (due to the cap at one second) and are now firing every shot at the 1 second cap. This is a DPS increase of 1.125x over 95,2.25x over 90, 5.625x over 75, 11.25x over 50, 21.375x over 5, and 22.5x the damage of 0.

So a linear increase in speed as a reduction in % does give an exponential increase in DPS up to the 1 second cap.

Ack, strafe2 delay is 3.5, but I don't feel like fixing it, all this means is that speed is more important than I said

Yep, the formula is:

Actual Speed = Weaponspeed [* SpecialDelay] * (1 -(PersonalSpeedMod * .01))

So for a Master Rifleman using an average 7 second T21 firing Strafe2:

Actual Speed = 7 * 3.5 * (1 - (90 * .01)) = 2.45 seconds per shot (i.e., nearly 2.5x the speed cap)

If you will check this thread:

I posted this formula along with some others that will allow you to calculate what personal speed mod you would need to reach the cap, the max weapon speed needed to reach the cap, and the maximum special delay you can use and stay under the cap.
