Ive tried going to him to vote etc, but theres no mention about a quest for the rifle or killing the tuskan executioner that i read about.

First off, the Devs 'fixed' that rifle reeeeaaaalll quick- it now does Energy damage, not Kinetic

This means you may have to convince tons of people on your server to go vote Once he's in he'll have you go kill the Tusken Executioner. To do this, just go crazy at Fort Tusken and one will pop up sooner or later(later being the likely case). When he drops, you should be able to loot a 'Tusken Executioner's Head'. Give it to Victor and you get a brand new rifle to hang on your wall! Yay!

Anyway's, I believe Borvo's quest startsby talking to one of Borvo's Henchman in the back of the Moenia Cantina

There is also the Tusken King Rifle that isn't even supposed to be a reward, but you can 'gank' it(I think that's the right word) from one of Borvo's missions. You are supposed to trade it for the Krayt Skull though. It is Kinetic damage, but you won't be certed to use it, so have fun consistantly dealing a whopping 5 points of damage

No it doesn't. However, if you gank a quest mission item, it's real easy to continue the quest. All you have to do is put the item in your equiped backpack then abort the mission. Go back to the NPC who gave you the mission he'll give you the mission all over again, as long as you have the item in your backpack he'll give you another on e to continue the quest with.
