I just picked up rifleman a couple of weeks ago and now trying to complete my template. I was wondering if Range Support IV is useful? I see that it gives you Suppression Fire 1 and was wondering if any Riflemen Elites use it w/ Flurry 2 for a dizzy/kd effect? Or if the Range Support tree is of any use?

I was never able to get it to work except agains low level NPC's, but they usually die by the time you get both shots off anyways. But in theory it should work. Don't worry though, if you are only a rifleman you will get much experience with kd/dizzy, lol.

Most don't. Reason being that high end MOBs are mostly immune to states. So trying to stick either a Dizzy or KD is difficult.
It works fine on the lower level MOBs but at Master you have enough firepower to take them out with straight damage fairly quickly.

Just thinking if I should put the rest into novice brawler for warcry/intem or go with range support for the dizzy/kd...if it works

I wouldn't get it, because it rarely works. At Master Rifle and Master Doc I would get brawler for intim and warcry.

I seem to have no problem stick Dizzy with Flurry1 or Flurry2. It is the knockdown that seems to be the problem. I love how I can stick dizzy on an NPC or creature and it can change posture and run all over creation, but if I get Dizzy on my and try to change posture or move, there is a great chance I will end up on my back and have to stay there several rounds until I get lucky enough to get back to kneeling.
