I played on Ahazi until about 3 weeks ago and at that time T-21 was reasonably common. [Force] on Naboo near Moenia often had them stocked for instance.

What server are you on ?
It may be possible that your particular Galaxy is low, out, or has never gotten all the resources needed to craft this weapon.
Radiant didn't have the Gallorian Rainbow Crystal until 4 months after the game was released.
