Using a fast unsliced T21 your going to be seeing a base speed of about 7.0. Add the1.2 delay you offered as a best case, and the adjusted speed is 8.4 sec per shot. If I'm doing my math right, you'd need a rifle speed of +89 to cap even that low level attack. Unless you'vegot the big bucks for some major SEA's, you won't see +89 before you master.

Base T21 at 171/400 base speed 7.4 . 30% slices make this either a 222/520 at 7.4 or a 171/400 at 5.2 .
Damage slice will average 371 and the speed slice at 286. We get the following with the listed popular specials.
Damage Slice : SS2 1855 at 2.59 DPS = 716 ; HS2 928 at 1.295 DPS = 717 ; FS2 1484 at 1.92 DPS = 771
Speed Slice : SS2 1430 at 1.82 DPS = 786 ; HS2 715 at 1 DPS = 715 ; FS2 1144 at 1.352 DPS = 846
All the stats listed are given that the slices are equal. The stats for the weapon are taken from two T21s that I picked up a month or so ago. The stats also assume a speed mod of +90 (Master Rifle) only. The Damage slice will overtake the speed slice as the speed mod increases because of how the cap limits. However as you can see, the speed slice is almost always more advantageous. The only place it was less than the damage was at HS2 and then only by two points.
Speed kills. So even on Endor, the speed slice will average higher DPS with a speed mod of +90 with most specials. Especially the higher damage specials such as FlushingShot2 and StrafeShot2.

good point, however what your talking about is a .5 second roughly difference between the pba and speed slice. overall the output will be greater at that .5 seconds than if you were to keep it base and speed slice it shaving off a little bit of time on the groud.
Nevermind I see where you stated for non speed capped.

your right. we were debating non-speed cap'd novice rifleman grinding speed ratio's
Actually speed slices on average have a better DPS. At least for a non-speed capped Rifle. Run the numbers, you'll be surprised.
