The reason you don't see speed caps is because there is no such thing.
+20 speed is pretty small increase if you have lots of speed and a lot of increase if you have little speed. Speed and pretty much any other stat now has no caps - but they work on dimishing returns. So the more you have the less it helps.
There's a chart somewhere that can out around the CU that shows the increase in speed as you get more speed modifiers.
As I remember it, I wanted to be around 120-130, because after that not only did your speed not go up much more (fractions of a second), but it therefore took a lot of mods just to get a noticable difference.

Speed is on diminishing returns?? i made a whole template maxing out general speed.. and it does barely anything?im gonna cry for all that wasted grinding..
true, but its kinda lame that a +20 doesnt even change it by .01
