Sorry, I am still trying to work this out.
So - let's say I am Master Rifles and somehow I get my hands on a +10 speed tape, does that mean that I will fire at the same rate with my 7.5 Spd T21 as I would with my 2.0 Laser Rifle?
Again, sorry for thickness.

Yes, but you do not need 10, just 7 for most crafted guns and the most powerful Rifle specials.
It works like this, speed modifiers are a straight percentage reduction. That is the speed of the weapon is reduced by your speed modifier multiplied by the speed of of the weapon.
(SpecialMod*WeaponSpeed)-(SpecialMod*WeaponSpeed)*SpeedModifier/100=ActualSpeed
Here is the scenario
You have a Speed 7.5 T21 and a skill mod of +90
On an auto attack (no special)
7.5-(7.5*.90) = 0.8 or modded up to 1.0 since 1.0 is the min.
Lets say you use strafe2, which is a 3x speed special. That is the speed of the special is 3x your rifles speed
(3*7.5)-(3 * 7.5)*.9 = 2.25
That is how fast you can shoot a 7.5 T21 at master rifle
If you add master marksmen (or a +5 SEA) you would almost cap a strafe2
(3*7.5)-(3 * 7.5)*.95 = 1.13
To truly cap though you need master marksmen + a +2 SEA, a +7 SEA, or FS weapon speed (+9)
(3*7.5)-(3 * 7.5)*.97 = .68 which mins out at 1
That is speed capping, and at .97 you can speed cap pretty much any player made T21 up to 7.60 speed.
(3*7.60)-(3 * 7.5)*.97 = .98
Of course if you have either +10 in SEA, or +5 SEA plus master marksmen and +5 SEA, or master marksmen and +6 FS speed, or any combination thereof that gets you to +100 you can slow any weapon down to cap.
For example I have master marksmen and a +7 rifle speed AA so I can speed cap any rifle, that is reduce any special cost to 1 second per shot on any rifle.
100 is good, but +7 is all you generally need, if you never use a weapon over 7.6 speed.
I have to say that I am very, very grateful for your kind explanation. Obviously, I didn't understand a word of it. But I do understand I can fire most guns, even the slower ones, if I have +7 or (to be on the safe side) +10 tapes. Genuinely grateful.

I've got 108 Rifle speed
a bit overkill, and I have 2 more skill tapes so I can get to 110 if I want to.

There is a REAL simple way to test it.
I had gotten borvo's mission and got the Tusken King Rifle, Kinetic Damage, 14 second speed (unnerfed still so its not energy lol), 210 max damage, Got a good damage slice on it and witha powerup, its a viable weapon for pvp ONLY when speed capped. People dont know why it cuts right through their PSG's lol, cause kinetic damage isnt blocked by PSG's.
I have +100, i shoot any special once per second, EVEN with a 14 second gun

There's no certification for it. You'll be hitting for like 150 damage with SS2.
