I find that it depends. In a prolonged battle, HeadShot2 is better, really. However, if you are trying to one-shot just a single enemy, or perhaps a pair, HeadShot3 will often drop them in one hit, as opposed to a prolonged fight using HeadShot2. In that case, I use HeadShot3 to take out lower-level MOBs and HeadShot2 to take out higher-level mobs.

What a great system.

Though one thing I have noticed is that while the DPS with HeadShot2 is higher, the DPH (Damage per HAM) isn't as favorable. Because it costs a ton of HAM for either shot, but the truth is that I have an easier time regenning with HeadShot3 than HeadShot2. Of course, I am a Zabrak with maxed Mind stats and no armor.
