Make the T21 be superior to the Adv.Laser Rifle. It is the Master Rifleman's certified weapon. Let it reflect that on its stats.
"If they can be fooled, they can be killed." A rifleman under coverup is automagically targeted in pvp if you have nothing targeted. (in other words, the new autotarget should not give you a free lock on a concealed rifleman.)
I'm not positive - but I belive you can tab target a rifleman who is under coverup when they are an enemy.
( can you tell where a rifleman is firing from if they are using a tusken rifle? is muzzle flash visible? is there a big line with lots of cross hairs pointing the way to the rifleman?? )

- cover broken by groupmates and vehicles - fixed
- /target still works when on rifleman while undercover - fixed, but when concealshot used in PvP victim autotargets rifleman (but can't attack until they close in and actually break cover)
I haven't tested the other cover based issues at this time, we also have a new bug currently but I'm hopeful that will not get live so hopefully you won't see it (I've reported it but it is fun and I don't need to worry you about it).
