No. I'm almost positive it's been stated by a dev that mitigation is a passive skill, so you'll get the ranged mitigation regardless of whether or not you are holding a rifle or melee weapon.


Also, regarding stacking defenses. It will be modified in the combat revamp, that is all the info that has been given. People jump to conclusions and say that it will be removed. Only once did TH say that, and then all of his posts after that say that they will reach a middle ground, which, in my opinion implies they will tweak the numbers a little bit, perhaps add some kind of cap. Maybe they'll get rid of the stacking of secondary defenses like dodge, block, etc., that seems more likely. I also expect to see some modification of the ranged/melee defense system, but I doubt they will remove stacking of them completely, and I don't think they should. I think there should be benefits of being rifleman/elite brawler as opposed to rifleman/architect.
