The faction points you gain is based off of the targets rank. But also on your skill with the weapon doing the DB. Just like killing a MOB, you get less XP for killing the same MOB as you go up in skill with the weapon involved. Same principle holds in PvP. So using a lvl IV skill (Snipershot) as opposed to doing it say unarmed with no skill in Brawler.
