Now a days most guns are made assuming you will be buffed. So most rifles are stocked and exp spent on damage which makes some pretty high ham cost guns. (very high damage as well)
Try and find a good low ham laser. What I use when not buffed.
Then I have the no expense spared for damage t21's which are only useable when buffed.

I'll agree to some extent with the others, but add what i've discovered.
if you can make your secondaries higher than your primaries. For a human imo the ideal mind, focus, willpower set up would be
mind 800
focus 1000
willpower 1000
this leaves you with 250 to still work with for your H,A secondaries
i played around with this on a different server with a new toon and found this works really well both buffed and unbuffed especially when using specials. The important thing is mind buffs if you're going to wear armor. If you plan on going buffed but unarmored then this set up rocks for using specials. One thing i've noticed is that your mind bar really hardly ever drains to the point of you seeing any white...unless you're being attacked. But let's be honest, if you're using conceal shot right you should rarely get attacked.
The other bonus is your Health and Action will hardly drain also because your secondaries are higher. My suggestion is to just create a new toon on a different server and before you choose what planet you want to start on, migrate your stats right of way then testthat set up. For humans it's easy to have balanced HAM bars that hardly drain at all. Unfortunately my main toon is zabrack. I find that I can't survive big mobs without buffing all my HAM, but if my mind buffs wear off sooner than my other buffs i can use equilibrium to recharge my mind knowing my other stats will hardly drain.
By far humans do well with stat migration because of how balanced the maxes and mins are for their attributes.

If the usage secondary is above 1.5k, you won't use that pool in specials, simple.
So if you go 1100/750/750 and grab a Musician buff you'll be looking at that 1.5k Focus from the get-go. Popping 2 Brandy will negate your armor and you really don't need three full Ahrisas at that point, as you'd be talking about 3.5k Focus before encum (assuming +400ish on the Brandies and Ahrisas).
I'm currently migrated at:
400/400/400
400/400/400
1100/1000/900
So with a couple of Ahrisas and Brandies I'm good to go (since it's a pain to find anyone in Coronet Cantina since JtL came out, at least on Gorath).
