What you have is a pre/fix-prenerf T-21 of average quality. (I would call it the T-21 Mk1)

The fixed, Prenerf T-21 is the T-21 Mk2

The post nerf is the Mk3-6 (depending on the patch in place at the time)

It has the range modifiers from the original version. Which riflemen screamed for a fix on so that we got the much worse number version.

The damage is average for a T-21 at that time. It does not sound like it is sliced. If it is it was a very low slice, or a very poor quality gun to start.
