Well ok, correction....I only got the minor blemish repair, but the overall condition did not go down more than 100-200 pts.
Darn man you got my hopes up...I was hoping that Post CU these kits would finally actually start working!

Negative....I rarely solo. But being the heaviest hitter in the group when it comes to DPS, I draw a ton of aggro. Combine that with the fact that I also am CM and throw heals around a lot = lots of laser bolts headed my direction.

Yeah, thats what I'm starting to figure out is that although I have the capability to do some serious damage, I need to back off and let the tanks with their crazy defense draw the aggro.

What exactly does decay do? My condition lowers, but it seems to retain the same stats.

You're absolutely right, the stats will never change on the armor - these are built into it when it is crafted. However, the condition deteriorates over time and will determine how effective the armor is. Once the condition reaches 0, the armor is completely wasted.

Oooh, gotcha. But what is meant by effectiveness? If its decayed, does that mean its less prone to blocking damage?

That's the only thing I'm not entirely sure of. Logically it would block proportionally less damage as the condition decreased (i.e. 50% condition = 50% more damage taken), but I have not actually paid attention. Unless we get a good response to this I'll plan on doing some testing tonight. I'm sure I can find someone to wail away on me for a little while! =P

Actually when it gets really low (I have no idea on the exact numbers, but lets say down to 25% of its initial condition) the stats start to fade a way slowly, then jumps to 0 protection a 0 condition. At least this is what it did pre-cu.

Resistances do not change with condition anymore. My 1k/30k pre CU chestplate still had the same resists after it was repaired. (Don't know how it didn't fall apart, but I'm not complaining!) 
Maybe it's changed after the first week of the CU though, I wouldn't be suprised.
