I'm assuming that's a BE shirt. Did it have any mods in it, or did they all come from SEAs? Just curious, as I really need to get something that does at least +7 to Rifle Speed.

only Mods that came with the shirt are the defense vs stun and melee defense. All the rifle Mods come from really good loot......lucky bum....

My rifleman shirt is the same except..
+5 Rifle Speed
+17 Rifle Aiming
I will have a pair of gloves (or bandoleer) with..
+4 Rifle Speed
+25 Block
My Fencer shirt is..
+17 Bleed Defense
+25 Melee Defense
+25 Defense vs KD
+9 Unarmed Accuracy (Was going to go for TKM/Fencer/Swordsman but changed my mind)
+5 Rifle Speed
+17 Rifle Aiming

If you look at the title of the shirt you'll see the stun and melee defense came with the bio-shirt. If you look at his chat tab you will see he added the other 3 mods just before the screenie. Better for rifle than my old shirt, but my new outfit is pretty good as well, don't have screenies of it though.

My shirt is similar to urs only i used +25 injury/wound treatment for the base with +5 ranged/melee def +5 rifle speed, and +11 rifle accy

I have a +10 rifle speed in the same kind of shirt, but unfortunately the noob-tard I bought it from put it in a +14 cover BE shirt what was he thinking?

This is what I have
Ubese Bandolier:
Melee Defense +3
Ranged Defense +5
Rifle Speed +7
Rifle Accuracy +12
BE Formfitting Undershirt:
Melee Defense +4
Rifle Accuracy +13
Defense vs. Stun + 15
My armor has various melee defense, ranged defense and rifle accuracy while moving +1 and +2 attachments in it. The accuracy increase is quite noticable, as is the speed.
