I PVE 80-90% of the time and PVP the other 10-20%. I always have buffs and composite. I also make part of my living selling meat and hide.
Does this strike you as a good template? Any suggestions on tweaks?

I don't know much about doctor, but I'm assuming you kept that level so you can buff yourself. I'm also guessing that you just listed the wrong tree for scout, since you said you make your living selling meat and hide, I thought the 3rd tree gave bonuses to harvesting? Wouldn't you want 3030? Unless you meant the second tree for the traps, but at master rifleman, you won't need the traps. If you have good armor and are buffed, most things that you'll want to harvest to sell materials will be easy enough without traps. That is why I'd think you'd benefit more from the "hunting" line.
Also, you might want to give up one box in scout to get marksman ranged support 1 for the /aim command. Rifleman get a pretty good boost to aiming, and you only get that benefit if you have the /aim command. It can also come in handy vs fencers in pvp.

I'm not sure what you are aiming for with this one, looks kind of goofy to me. Is this a pvp or pve template? I think you should change it to master rifle, then for fencer take how ever many boxes in the first line you need to max out ranged/melee defense, I think you may only need 2400 fencer. The third line in fencer grants dodge bonuses right? Does it give anything else? If it's just dodge, forget about it. If it also grants some state defenses, I still think you'd be better served getting master rifle and capped ranged/melee defense. Course you'll probably have to drop some medic to do that.

Yeah, I'm going for Status Defenses cuz I hate getting statused:

As you can see my melee and ranged are very close to maxing with this template.
You've made an error in the "Defense vs Posture Change". The defense you get from Rifleman for that is vs posture change (up) while for fencer/tka it's vs posture change (down). It will still probably be pretty good for defense vs posture change (down) though.
If you want the status defenses then I'd suggest dropping everything but novice medic and getting master rifleman. So MR/TKM/0440 Fencer novice medic. That's a pretty good template. Is the 0030 medic to use higher rated stims or something? In my opinion it's not worth it. Stim b's can cure 500, and for the most part in PvP your mind will be what gets you killed so the heals aren't all that worth it, and if you are in good stun-layered armor, you usually don't need to heal more than 500 at a time.

Don't plan on using your rifle decently at all unless you have +20-+25 in tapes. Rifle sucks until master. If you are here for the defense pick up pistols it will be give you muchh more. Or pick up more fencer?
Edit:
Oh PvE. Well than you won't need ranged DB but you will be missing out on our best PvE attack, strafe2. Drop medic to novice because you can get 450 StimB's with 30 charges so the heal difference will be minimal. With this you should be able to pick up Master rifle I believe.
