First, it should be sac capped (82 sac)
Second, I look for DPS** (many people discount DPS but I think it's a good overall guide)
**Why DPS, well in the long run when you alternate shots to get around cool-downs, what you want is to do as much damage in a small about of time as it possible, thus DPS....

DPS is not a stat to base a gun on EVER oh wise Ackehece will back me up(BETTER
)
ALR would be best
Always base gun on capped sac speed and damage those are the 3 important stats

Take aside the fact we agree that SAC is primary.....
The thing I find funny about your comment is, you say that you should never base a gun on DPS, but you should instead look at the damage and speed....
umm, thats just another way to say DPS....

As for the gun, get an ALR with some nice cells (+180/-.79/-8) and if you have the money (you probably won't) get a pre-nerf scope.
I've seen so many weaponsmiths put full speed slices and speed powerups on their weapons on their vendor so they're advertising 450-500 base DPS weapons that are essentially worthless.
For me, SAC and Damage are of prime importance. Speed shouldn't be neglected, but there's a point at which speed is just a measure of how fast you want your action to drain.
