Hi Liwiwo! DWB next week, right? 
Block does seem to be working properly according to test results- the problem is this: Block is junk.
Soo....yeah, go with ranged defense instead of more Block

Get defence and a melee secondary master...
It really depends alot on ones playing style but if u want to be versatile the way to go is to have the tools to do it.. If u stick with just ranged u will get hurt when the fight comes in too close..
I personally do nothing but pvp.. I run with a rifle master on top of a stcked melee chassis..

This is only an example.. but to put it in perspective this template gives u these tools:
106 dodge
108 block
121 melee defence
140 ranged def (capped at 125)
+60 vs. blind
+55 vs, dizzy
+20 vs. intimidate
+70 vs. KD
+25 vs. stun
+80 vs. posture down
+30 vs. posture up
70 combat equilibrium (posture recovery amplifier)
15 defensive accuity (Counter,dodge, block amplifier)
Center of being +31/+115
Meditation at +75
Heal all wounds
Heal all bleeds
Heal all poisons
Heal all diseases
Force of Will
Melee Mitigation 3
Ranged Mitigation 3
To mix in with your AP2-3 ranged capabilities u will have:
Warcry1
Intimidate1
an AOE Blind
Dizzy
and posture change attack..
(u have a stun hit and a KD in the tka0300 line, but with the lack of accuracy and weapon switch delays it is not viable to use)
DOT's with a Pike that only need auto attack to stick...
it is a pretty self sufficient template that has all the tools needed to compete..
NOW..
It takes time to put them all together and play it sufficiently.. but once u do.. u can handle pretty much any situation besides a full blown MCM.. and then.. if u take the right foods and muon at the right pinch.. u can sometimes out damage a tick of 600.. to beat that CM to the kill.. If u take a beating u can always swich to a fencer tool, power up the CoB and run like the dickens to break line of sight and retreat.. if he gets ya.. U have a chance to Force of will and complete your kill..

Oh and remember.. the best attack besides mindshot for a rifleman is flushingshot1 or2...
Stun is the best status attack at reducing a targets defences besides intimidate..

Intimidate is best besides Stun. Stun lowers defense a lot and offense a little. Intimidate lowers offense a lot and defense a little. Just got those two a little mixed up it seems

Intimidate 1 knocks 25% offa all defences besides status.. knocks off 25% of the damage output of the target...
Intimidate2 knocks 50% off of both (they can be stacked)
Stun is reported toknock 20% off of all defence and 10% off of damage output... it concurrs with the minor testing I have done..
Intimi seems a bit better to me..

Please do test some more, because the Devs disagree with your results here. That would certainly not be the first time test results have not matched up with their statements, but we cannot assume we are correct every time. It would be great to have exact numbers like you seem to have come up with though since they all but refuse to give them to us.

For PvP...
Think about it, and you'll see there are really only two options.
Rifleman + Big Defenses
Rifleman + Doctor
With one, you're betting people can't hit you. With the other, you're saying "Go ahead and hit me Punta, I can heal it instantly."

Rifleman doc isnt that special anymore. Mostly for fire cures becuase I know Ill be getting buffs from friends who will be making janta blood resist buffs becuase Ill be making those buffs for them.
But besides that Ill be going rifle/4030 doc/0040 pistol/novice brawler.
But thats becuase I tend to solo alot, and I need to heal myself. Im rely alot on healing myself. But to be honest, stacking melee defenses would be best. Assuming you run with a group and have a doctor. Becuase if you dont, if one poison sticks, or a fire sticks, you are dead.

Im new using rifleman in PvP, i wanted some suggestions on what else to have along with it to make me most effective, I've heard pikeman for the block cap, but not sure if something else is better ....fire away!

Well..
It will take a tick of 400+ on any poison or fire to get past a 2300 buff in the subs... and then.. u will have to hit them to take advantage of it.
A doc is a nice addition to any template, but against a rifleman they lack the proper defence to keep a rifle from tanking their mind.. so many points for tha doctor (even at half) It is nice to remove states but in actuality.. a doc/rifleman has less defence than my above template even when I am fully statused.. No need to even pull out my pike, cause I know 1vs 1 with the same equip.. I will hit the doc 2-3 times more than he can hit me due to my xtra defence..
There is no right answer, but it is good to debate.

well my template's Master Rifleman , Master Fencer , Medic 2-0-0-0 , Pistoleer 0-0-4-3 , i cant heal poison or disease with tka meditate cuz i dont have it , but tho when cm's poison they usually keep attacking rather than running , and we cant meditate in combat so i stacked more defences... i got melee and ranged defs capped , dizzy and kd defs bout 100 , dodge is 125 , and its cool at pvp im proud of it...

tho if u want to heal your poisons while in combat , i calculated another template which has some fencer defence in it..
Master Rifleman
Fencer 3-0-4-3
Doc 4-0-0-0
u have no more skill points left after this template tho ,
Melee def +94
Ranged Def +126 (125 is cap)
Dizzy Def +60
Posture Change Def(up) +30
Dodge +75(for fencer)
Intimidate def +30
Blind Def +50
Stun def +20
not so bad if ur only gonna get doc for healing poison
