Ranger Archive

I know this worked in scouting that when soemoen with survival 3 if I gave them improved camps they could use them even though it was survival 4 when you could build them. My question is im a novice ranger and have enarly maxed out my skills points I can go up 1 box of frontiering and thats it. I was wondering if I was able to get high level camps made either the field oupost thing or the super field outpost or whatever it is called and would be able to use it. If so would I be able to craft them or would my factory be able to?

As far as I know you can only use camps that you are "certified" in.
