On the outskirts of Mos Ethna. Don't have the exact loc handy, but if you run around the outside border of the city, you will find him under a tent along with a cook fire, some large bones, and a bunch of resource containers.

im done scout now and am looking for the Ranger trainer does anyone know where to find him on Tatooine?
