Hmmm, my guess would be bug, but soon to be classified as 'working as intended.' Since everyone has the ability to apply camo kits, I guess everyone has the ability to earn scout xp due to successful checks. Whether earning scout xp was an intended byproduct of giving camo to the massesor not, I wouldn't expect it to change.
