Generally yes, but you'll still have HUGE swarms of kreetles following you around on Tat.
In theory yes, but in practice.... Also should depend on the area. For example, in the corellian corvette maybe you'd think our camo wouldn't work that well. Not many plants up there -- not even mold on the walls, so a moving shrubbery might seem a little out of place.
But even in the wild, this is what ends up happening: you get tons of stuff and you make your camo kit and you go about 50 meters and you sneak by a few really high level mobs (say rancors) and you're raking in the scouting xp and you're thinking, "not too shabby," and then you come face to face with some low-level mob -- what are those annoying monkey things on dath? -- and your camo breaks and they aggro and then the rancors that you just snuck by decide to join in the fight....
Also in practice, some npcs seem affected by camo (for example, with camo you can walk around theed all day as a rebel combatant -- must be lots of shrub droids there), while others don't seem affected at all.
At any rate, we're having this event on this board right now called episode XXIX: The Camo Wars so there's bound to be plenty of other opinions on camo floating around...
